WASHINGTON (AP) ? Animal keepers from the National Zoo have captured a red panda in a Washington neighborhood after it went missing from its enclosure at the zoo.
National Zoo spokeswoman Pamela Baker-Masson says the male named Rusty was captured Monday afternoon in a bush in the Adams Morgan neighborhood.
The red panda is being taken to the zoo's animal hospital for a checkup.
Unlike giant pandas, red pandas are not members of the bear family. Red pandas are slightly bigger than a domestic cat and look similar to a raccoon. They are listed as vulnerable in the wild.
Rusty arrived at the zoo in April from the zoo in Lincoln, Neb., and was in quarantine for several weeks until he went on exhibit in early June.

Zookeepers are searching for a red panda that has gone missing from its enclosure in Washington.
National Zoo spokeswoman Pamela Baker-Masson says animal keepers discovered the male named Rusty was missing Monday morning. They began searching the zoo at 8 a.m.
Unlike giant pandas, red pandas are not members of the bear family. Red pandas are slightly bigger than a domestic cat and look similar to a raccoon. They are listed as vulnerable in the wild.
Red pandas are highly territorial, so Baker-Masson says it's unlikely that Rusty traveled far. He is likely hiding high in a tree branch to hide in the tree canopy.
"Everybody continues to look for him," Baker-Masson said. "As the day heats up, he will likely sleep and hide."
Animal keepers last saw him Sunday evening about 6 p.m. when he was fed and appeared healthy. They believe he may stay in hiding during the day. They are also looking at the possibility that Rusty is sick or that someone took him.
Rusty arrived at the zoo in April from the zoo in Lincoln, Neb., and was in quarantine for several weeks until he went on exhibit in early June. Rusty is vaccinated and is not aggressive, but he is a wild animal and could bite if he became cornered and scared, Baker-Masson said.
The zoo began sending out messages about his disappearance Monday morning on Twitter in case someone sees him at the zoo.
"Unless he was very motivated, he would not wander far from his habitat," Baker-Masson said. "This red panda is not down on the (National) Mall."

Dear Lifehacker, iTunes slows my computer down so much that I?ve been looking for an alternative store for music. I have come across a number of stores that claim to be legal but are so cheap it seems incredible. There?s Iomoio, mp3million, mp3va and more stores that all sell individual tracks for 16 cents or less.
I have done a bit of research on those three and have only found good reports on them, but I?m still sceptical. I have also found out that these three stores are all based in Russia. Is there something about Russian copyright laws that allows music to be legally sold so cheap, or is it too good to be true? Thanks, Music Bargain Hunter

Dear MBH,
We covered this question back in December 2011, but it pops up quite regularly so it?s worth revisiting. The bottom line? While it may be ?legal? in a strict sense, these sites clearly aren?t paying any money to the artists involved in the majority of cases, and they represent a risk to your own personal data.
The basis for these sites is the idea that under the copyright laws applying in some former Soviet jurisdictions, all music downloads are subject to payment of streaming licences rather than per-track fees. That makes it theoretically feasible to sell the tracks at very low prices.
What?s less clear is whether any of the money that?s paid to these services ever finds its way back to the artists involved, or whether the claimed ?licences? actually exist in the first place. It?s not clear whether those ?streaming? rights actually cover non-Russian territories, for starters.
Every time I have checked these sites, I?ve always been able to find material from artists who don?t license their material for any streaming or download services. For instance, Garth Brooks remains a holdout worldwide, but it?s easy to find his material on the sites you mention.
As such I?m highly dubious as to the practical legality of these sites (as opposed to the theoretical legality). That in turn raises another question: if the operators of these sites aren?t concerned about actually operating a legitimate global business, why would you trust them with your credit card details? I certainly wouldn?t.
If you want a cheap, legal way to access music, there are plenty of legal streaming sites which offer access to millions of tracks, and some (notably Spotify) offer a free option (in return for ads). It?s true that artists don?t make much money from Spotify either, but it (and its many rivals) do offer an actually legal alternative, not a highly questionable option.

WASHINGTON (AP) ? President Barack Obama campaigned from the White House for immigration legislation on Monday in advance of a Senate test vote on a bill calling for more than $30 billion worth of new security measures along the border with Mexico and offering a chance at citizenship for millions living in the country illegally.
Far outnumbered, conservative critics attacked without letup in speeches and electronic appeals. "It will encourage more illegal immigration and must be stopped," Sen. Ted Cruz, R-Texas, exhorted supporters, urging them to contact their own senators with a plea to defeat the measure.
After three weeks of desultory debate, the end game was at hand in the Senate for the most ambitious attempt to overhaul the nation's immigration system in decades.
Supporters exuded confidence they had more than the 60 votes required to send the measure over a key hurdle and on its way toward Senate passage by week's end.
Democrats appeared unified on the issue. Republicans were anything but, as evidenced by the divide among potential 2016 presidential contenders. Among them, Sen. Marco Rubio of Florida was an enthusiastic supporter of the bill, while Sens. Rand Paul of Kentucky and Cruz were opposed.
Passage would send the issue to the House, where most conservative Republicans in the majority are strongly opposed to citizenship for anyone who came to the country illegally or overstayed their visa.
Some GOP lawmakers have appealed to Speaker John Boehner not to permit any immigration legislation to come to a vote for fear that whatever its contents, it would open the door to an unpalatable compromise with the Senate. At the same time, the House Judiciary Committee is in the midst of approving a handful of measures related to immigration, action that ordinarily is a prelude to votes in the full House.
"Now is the time to do it," Obama said at the White House before meeting with nine business executives who support a change in immigration laws. He added, "I hope that we can get the strongest possible vote out of the Senate so that we can then move to the House and get this done before the summer break" beginning in early August.
He said the measure would be good for the economy, for business and for workers who are "oftentimes exploited at low wages."
As for the overall economy, he said, "I think every business leader here feels confident that they'll be in a stronger position to continue to innovate, to continue to invest, to continue to create jobs and ensure that this continues to be the land of opportunity for generations to come."
Leaving little to chance, the U.S. Chamber of Commerce announced it was launching a new seven-figure ad buy Monday in support of the bill. "Call Congress. End de facto amnesty. Create jobs and economic growth by supporting conservative immigration reforms," the ad said.
The non-partisan Congressional Budget Office has estimated the legislation will reduce the deficit and increase economic growth in each of the next two decades. It is also predicting unemployment will rise slightly through 2020, and that average wages will move lower over a decade.
At its core, the legislation in the Senate would create a 13-year pathway to citizenship for an estimated 11 million immigrants living illegally in the United States. It also calls for billions of dollars to be spent on manpower and technology to secure the 2,000-mile border with Mexico, including a doubling of the Border Patrol with 20,000 new agents.
The measure also would create a new program for temporary farm laborers to come into the country, and another for lower-skilled workers to emigrate permanently. At the same time, it calls for an expansion of an existing visa program for highly-skilled workers, a gesture to high tech companies that rely heavily on foreigners.
In addition to border security, the measure phases in a mandatory program for employers to verify the legal status of potential workers, and separate effort to track the comings and goings of foreigners at some of the nation's airports.
The legislation was originally drafted by a bipartisan Gang of 8, four senators from each party who negotiated a series of political tradeoffs over several months.
The addition of the tougher border security provisions came after CBO informed lawmakers that they could potentially spend tens of billions of dollars to sweeten the bill without fearing higher deficits.
The result was a series of changes negotiated between the Gang of 8 and Republican Sens. John Hoeven of North Dakota and Bob Corker of Tennessee. Different, lesser-noticed provisions helped other lawmakers swing behind the measure.
In a speech on the Senate floor, Sen. Charles Grassley, R-Iowa, likened some of them to "earmarks," the now-banned practice of directing federal funds to the pet projects of individual lawmakers.
He cited a provision creating a $1.5 billion jobs fund for low-income youth and pair of changes to benefit the seafood processing industry in Alaska. Sen. Bernard Sanders, I-Vt., issued a statement on Friday trumpeting the benefits of the first; Alaska Sens. Lisa Murkowski, a Republican, and Mark Begich, a Democrat, took credit for the two others.
Grassley also raised questions about the origin of a detailed list of planes, sensors, cameras and other equipment to be placed along the southern border.
"Who provided the amendment sponsors with this list?" asked Grassley, who is a member of the Judiciary Committee that approved an earlier version of the bill. Homeland Security Secretary Janet Napolitano "did not provide the committee with any list. Did Sikorsky, Cessna and Northrup Grumann send up a wish list to certain members of the Senate?"

DALLAS (AP) ? Tenet Healthcare Corp. is buying Vanguard Health Systems Inc. for about $1.8 billion, helping to expand its service offerings and broaden its geographic reach.
Tenet will pay $21 per share, a 70 percent premium to Vanguard Health's Friday closing price of $12.37.
Shares of Vanguard Health soared $8.14, or 65.8 percent, to $20.51 in premarket trading Monday.
The companies said Monday that the transaction also includes $2.5 billion in debt and value the entire deal at $4.3 billion.
Following the acquisition, Tenet will own 79 hospitals and 157 outpatient facilities. It currently has 49 hospitals and 126 outpatient facilities.
Both boards unanimously approved the deal, which is expected to close before year's end
Tenet expects annual savings of $100 million to $200 million and for the acquisition to add to earnings in the first year.
Nashville, Tenn.-based Vanguard Health said that its founder, Chairman and CEO Charlie Martin, will join Tenet's board. Vanguard's vice chairman, Keith Pitts, will continue in that position at Tenet.
Dallas-based Tenet has secured fully committed financing for the transaction from Bank of America Merrill Lynch.

NEW DELHI (Reuters) - Flash floods and landslides triggered by early monsoon rains have killed at least 560 people in northern India and left tens of thousands missing, officials said on Saturday, with the death toll expected to rise significantly.
Houses and small apartment blocks on the banks of the Ganges, India's longest river and sacred to Hindus, have toppled into the rushing, swollen waters and been swept away with cars and trucks.
Thousands of military servicemen are involved in rescue operations, with air force helicopters plucking survivors, many of them Hindu pilgrims and tourists, from the foothills of the Himalayas.
About 33,000 people had been rescued so far this week, according to the home ministry. Railways were running special trains from the devastated areas to take people home.
"Whatever is humanly possible is being done," Manish Tewari, the minister of information and broadcasting, told reporters.
The rains had eased on Saturday but more rain is expected early next week.
Prime Minister Manmohan Singh has offered 200,000 rupees ($3,400) to each of the families of those who have lost their lives and 50,000 rupees ($840) to the injured from his national relief fund. He also pledged money to people who have lost their homes.
Singh promised 10 billion rupees ($167 million) to Uttarakhand, home to the gods in Hindu mythology and the hardest-hit state, for disaster relief.
So far, the rains have not hit the summer sowing season in northern India, as planting of rice, sugar, cotton and other agricultural produce is not yet in full swing.
Heavy rain early in the June-September season makes planting easier, but if flooding persists, stagnant water can delay sowing or damage early rice shoots.

CHICAGO (AP) ? Southwest Airlines was operating normally Saturday afternoon after a system-wide computer failure caused it to ground 250 flights for nearly three hours late Friday night.
Full service was restored just after 2 a.m. EDT Saturday, but the Dallas-based airline experienced lingering delays in the morning as it worked to clear a backlog of flights and reposition planes and crew.
The airline ? the country's largest domestic carrier ? canceled 43 flights Friday night and another 14 Saturday morning.
Southwest is the latest airline to ground flights because of a large computer outage. But its problem was minor compared to those experienced by two competitors ? thanks in part to its late-day timing.
In April, American Airlines grounded all of its flights nationwide for several hours due to computer problems. The airline ultimately canceled 970 flights. And last year, United Airlines had two major outages: one in August delayed 580 flights; another in November delayed 636 flights.
The problem was detected around 11 p.m. EDT Friday, Southwest spokesman Brad Hawkins said. It impaired the airline's ability to do such things as conduct check-ins, print boarding passes and monitor the weight of each aircraft. Some flights were on the taxiway and diverted back to the terminal, Hawkins said. Flights already in the air were unaffected.
Most of Southwest's cancelations Friday night were in the western half of the country, according to airline spokeswoman Michelle Agnew. Saturday's cancelations were scattered across the U.S. They included planes leavings from Minneapolis, Chicago, Phoenix, Denver and San Diego, according to flight tracking service FlightAware.
Southwest flies an average of 3,400 flights each day.
Agnew said in an email Saturday morning that the airline's technology team is "still working to confirm the source of the issue."
Shortly after 2 a.m., Southwest posted on its Twitter page that "systems are operating and we will begin work to get customers where they need to be. Thanks for your patience tonight."
Agnew said the computer system was "running at full capacity" by early Saturday. Before that, though, officials used a backup system that was much more sluggish.
