Pebbly rocks testify to old streambed on Mars

May 30, 2013 ? Detailed analysis and review have borne out researchers' initial interpretation of pebble-containing slabs that NASA's Mars rover Curiosity investigated last year: They are part of an ancient streambed.

The rocks are the first ever found on Mars that contain streambed gravels. The sizes and shapes of the gravels embedded in these conglomerate rocks -- from the size of sand particles to the size of golf balls -- enabled researchers to calculate the depth and speed of the water that once flowed at this location.

"We completed more rigorous quantification of the outcrops to characterize the size distribution and roundness of the pebbles and sand that make up these conglomerates," said Rebecca Williams of the Planetary Science Institute, Tucson, Ariz., lead author of a report about them in the journal Science this week. "We ended up with a calculation in the same range as our initial estimate last fall. At a minimum, the stream was flowing at a speed equivalent to a walking pace -- a meter, or three feet, per second -- and it was ankle-deep to hip-deep."

Three pavement-like rocks examined with the telephoto capability of Curiosity's Mast Camera (Mastcam) during the rover's first 40 days on Mars are the basis for the new report. One, "Goulburn," is immediately adjacent to the rover's "Bradbury Landing" touchdown site. The other two, "Link" and "Hottah," are about 165 and 330 feet (50 and 100 meters) to the southeast. Researchers also used the rover's laser-shooting Chemistry and Camera (ChemCam) instrument to investigate the Link rock.

"These conglomerates look amazingly like streambed deposits on Earth," Williams said. "Most people are familiar with rounded river pebbles. Maybe you've picked up a smoothed, round rock to skip across the water. Seeing something so familiar on another world is exciting and also gratifying."

The larger pebbles are not distributed evenly in the conglomerate rocks. In Hottah, researchers detected alternating pebble-rich layers and sand layers. This is common in streambed deposits on Earth and provides additional evidence for stream flow on Mars. In addition, many of the pebbles are touching each other, a sign that they rolled along the bed of a stream.

"Our analysis of the amount of rounding of the pebbles provided further information," said Sanjeev Gupta of Imperial College, London, a co-author of the new report. "The rounding indicates sustained flow. It occurs as pebbles hit each other multiple times. This wasn't a one-off flow. It was sustained, certainly more than weeks or months, though we can't say exactly how long."

The stream carried the gravels at least a few miles, or kilometers, the researchers estimated.

The atmosphere of modern Mars is too thin to make a sustained stream flow of water possible, though the planet holds large quantities of water ice. Several types of evidence have indicated that ancient Mars had diverse environments with liquid water. However, none but these rocks found by Curiosity could provide the type of stream flow information published this week. Curiosity's images of conglomerate rocks indicate that atmospheric conditions at Gale Crater once enabled the flow of liquid water on the Martian surface.

During a two-year prime mission, researchers are using Curiosity's 10 science instruments to assess the environmental history in Gale Crater on Mars, where the rover has found evidence of ancient environmental conditions favorable for microbial life.

Texas plant to make first US-assembled smartphones

(AP) ? Cellphone pioneer Motorola announced Wednesday that it's opening a Texas manufacturing facility that will create 2,000 jobs and produce its new flagship device, Moto X, the first smartphone ever assembled in the U.S.

The company has already begun hiring for the Fort Worth plant. The site was most recently unoccupied but was once used by fellow phone manufacturer Nokia, meaning it was designed to produce mobile devices, said Will Moss, a spokesman for Motorola Mobility, which is owned by Google.

"It was a great facility in an ideal location," said Moss, who said it will be an easy trip for Motorola engineering teams based in Chicago and Silicon Valley, and is also close to the company's service and repair operations in Mexico.

The formal announcement came at AllThingsD's D11 Conference in Rancho Palos Verdes, Calif., from Motorola CEO Dennis Woodside.

Texas Gov. Rick Perry's office administers a pair of special state incentive funds meant to help attract job-creating businesses to the state, but Moss said the Republican governor did not distribute any money to close this deal.

"Motorola Mobility's decision to manufacture its new smartphone and create thousands of new jobs in Texas is great news for our growing state," Perry said through a spokeswoman. "Our strong, healthy economy, built on a foundation of low taxes, smart regulation, fair legal system and a skilled workforce is attracting companies from across the country and around the world that want to be a part of the rising Texas success story."

The factory will be owned and run by Flextronics International Ltd., a Singapore-based contract electronics manufacturer that has had a long relationship with Motorola.

Assembly accounts for relatively little of the cost of a smartphone. The cost largely lies in the chips, battery and display, most of which come from Asian factories. For instance, research firm iSuppli estimates that the components of Samsung's latest flagship phone, the Galaxy S4, cost $229, while the assembly costs $8.

In December, Apple Inc. said it would move manufacturing of one of its existing lines of Mac computers to the U.S. this year, reversing decades of increasing outsourcing. The company has come under some criticism for working conditions at the Chinese factories where its products are assembled.

Some other manufacturers, such as Hewlett-Packard Co., have kept some PC assembly operations in the U.S.

Moss said the Moto X will go on sale this summer. He said he could provide few details, citing priority secrets. He said the idea from the beginning was to bring manufacturing back to the U.S.

"It's obviously our major market so, for us, having manufacturing here gets us much closer to our key customers and partners as well as our end users," he said. "It makes for much leaner, more efficient operations."

But Motorola will still have global manufacturing operations, including at factories in China and Brazil.

"Fact remains that more than 130 million people in the U.S. are using smartphones," Mark Randall, Motorola's senior vice president of supply chain and Operations, said in a statement, "but until Moto X, none of those smartphones have been built in the USA."

(AP) ? A CSX freight train crashed into a trash truck, derailed and caught fire Tuesday in a Baltimore suburb, setting off an explosion that rattled homes at least a half-mile away and sent a plume of smoke into the air that could be seen for miles.

In the third serious derailment this month, the dozen or so rail cars, at least one carrying hazardous materials, went off the tracks at about 2 p.m. in Rosedale, a suburb east of Baltimore. A hazardous materials team responded, but Baltimore County Executive Kevin Kamenetz said at a news conference that no toxic inhalants were being released. Officials did not order an evacuation.

By nightfall, the hazmat team had left, meaning there was no more danger posed from the chemicals in the rail car, said Baltimore County police Capt. Bruce Schultz.

The truck driver, 50-year-old John J. Alban Jr., was in serious condition Tuesday night, a hospital spokeswoman said. Two CSX workers aboard weren't hurt.

Dale Walston said he lives about a half-mile away and that he thought he could smell chemicals.

"It shook my house pretty violently and knocked things off the shelves," he said in an email to The Associated Press.

The face of one warehouse near the train tracks was blown off.

Even hours after the blast, the thick plume of black smoke could be seen for miles and had drifted and covered the eastern part of Baltimore. Later, the smoke that was left had lightened considerably, changing from black to gray, though the fire wasn't yet extinguished as of 9 p.m.

CSX spokesman Gary Sease said in an email that one of the cars was carrying sodium chlorate, which the Department of Transportation classifies as a hazardous material. However, Baltimore County Fire Chief John Hohman said the chemical was not in any of the cars that were still burning into the evening. The bleaching agent is used in making paper.

Nick Materer, an Oklahoma State University chemist, said sodium chlorate, when combined with fuel, makes a more volatile mixture. "When you mix them together and add fire, they go boom," he said in a phone interview.

Materer said the chemical is usually shipped as a white powder but it can also be in a liquid solution. Either way, he said, the fumes can irritate the lungs if inhaled.

Exactly what triggered the explosion was being investigated, and Hohman said firefighters told residents of about 70 nearby homes that they could leave if they wanted to and shelter would be provided.

Two warehouses were heavily damaged by the explosion and other buildings were harmed, but none collapsed, as was thought earlier, Hohman said.

An Amtrak spokeswoman said its Northeast Corridor passenger service was not affected.

Kevin Lindemann, 29, a salesman for industrial pipe supplier Baltimore Windustrial near the tracks, said he and about 10 co-workers felt the ground shake, ran to a window and saw several cars on their sides and flames he estimated at 50 feet high.

"You could feel the heat as soon as you walked out the door," Lindemann said.

"We kind of panicked pretty quick," he said. "We didn't wait around to see what was happening. So as soon as we saw the flames I took a quick picture and got in my truck and drove away."

Everyone left the building and drove several blocks away. Then they heard the explosion, five to 10 minutes after the derailment, he said.

"Even like three blocks away, it was loud. I mean, it just about took you to your knees," Lindemann said.

Derailments have done great damage before in Baltimore, a city with countless train tracks. Twelve years ago was the derailment and chemical fire in Baltimore's Howard Street tunnel. Rail cars burned for five days underground in July 2001. Portions of downtown were closed and rail traffic across the U.S. was affected for days.

The National Transportation Safety Board and the Federal Railroad Administration were sending teams to investigate Tuesday's crash of the 45-car train en route from Selkirk, N.Y., to Waycross, Ga. It contained a variety of products from lumber to printing paper.

Police also planned to investigate the circumstances that led to the track collision, but it was not clear what, if any, charges the truck driver or anyone would face, said Baltimore County spokeswoman Elise Armacost. Police and fire officials said they were not sure how the truck got on the tracks or even whether it was at a crossing when it was hit.

Late Tuesday evening, Robert Sumwalt of the National Transportation Safety Board said the accident occurred at a private crossing where the only marking was a stop sign. He said it wasn't clear why the truck was crossing the tracks or whether it was authorized to be there.

Sumwalt said a team of 15 NTSB investigators was on the scene and would likely remain there for up to a week.

Photos showed at least a dozen rail cars off the tracks, including at least one tanker car. Sease said four of the cars believed derailed carried terephthalic acid, which is used in the production of plastics and polyester, among other things. He said it is not listed as a hazardous material.

Sumwalt said it was the chemical that exploded as a result of the derailment.

One of the cars still burning was carrying that acid, and another was carrying fluoroacetic acid, Hohman said.

Although county officials played down the health risks of the two acids, the National Institutes of Health website describes fluoroacetic acid as an "extremely toxic" constituent of many poisonous plants that is used to make products that kill rodents. It produces poisonous gases when burned, according to the NIH.

Materer said the gases contain chlorinated organics. He was less familiar with terephthalic acid but said it, too, contains chlorine.

"It just doesn't sound good," he said.

Hazardous materials moving through Baltimore and elsewhere in Maryland was the subject of an agreement a few years ago between the state and CSX. After a freight train with hazardous materials derailed in November 2007 near Camden Yards, CSX agreed to give officials real-time information about potential harmful cargo moving through the state. Railroads had previously guarded such details as proprietary information.

Also hit by a serious derailment this month was Bridgeport, Conn. On May 17, more than 70 people were injured when a commuter train went off the tracks. The eastbound train from New York City derailed during evening rush hour, came to a stop and was struck about 20 seconds later by a westbound train. In Rockview, Mo., on Saturday, a cargo train crash injured seven people and destroyed a highway overpass, which could take a year to repair.

Despite the high-profile railroad accidents, the overall number of such crashes has been declining industry wide and for CSX over the past decade.

Last year was the safest year on record for the railroad industry, according to the railroad administration. All train accidents are down 43 percent since 2003, and derailments have fallen 40 percent over the same period, according to data provided by the administration. Freight train derailments specifically are also down 40 percent.

In each of the past five years, CSX has reported more than 100 deaths in accidents and incidents involving the railroad.

CSX, based in Jacksonville, Fla., operates over 21,000 miles of track in 23 eastern states and two Canadian provinces.

Its shares traded higher Tuesday before the derailment was reported. The shares closed down 20 cents at $25.30.

Bertha Pressley and her husband Tom Brown said their townhome in Middle River, about 3 miles away, shook and they initially feared a bomb or natural disaster.

"I thought it was terrorism," Pressley said.

Gmail for Android, web to get tabbed inboxes to reduce clutter

Gmail for Android

Google has been working to reduce the clutter in our inboxes for some time and has just announced a sizeable update to Gmail, both on the web and on mobile, to further combat the problem.  The update brings tabbed inboxes to your Gmail that automatically divide the mail you receive into categories.

The default categories are:

  • Primary (this is the email you want to receive from friends and family)
  • Social (updates you receive from social networks such as Twitter, Facebook and Google+)
  • Promotions (Offers from sites like Groupon or LivingSocial)
  • Updates (Receipts from places like Google Play and Amazon)

The new Gmail will support up to five tabs, and they are of course customizable. Google understands that not all of us will want every category that it has selected, so we can choose which ones to ignore. You can move messages between tabs to tell Google to place any mail from that sender into a certain tab from now on. You can also star messages, which will tell Google that is is an important message that should appear in the Primary tab.

The update will also be sent out to Gmail for Android "within the next few weeks". The new Android app will support the tabs by placing tham in a left sidebar which you can swipe to in order to choose which inbox to view.

The new update looks nice and any way I can get to my important email faster I am all for. What do you all think of the upcoming update?

Einstein's 'spooky action' common in large quantum systems

May 28, 2013 ? Entanglement is a property in quantum mechanics that seemed so unbelievable and so lacking in detail that, 66 years ago this spring, Einstein called it "spooky action at a distance."

But a mathematician at Case Western Reserve University and two of his recent PhD graduates show entanglement is actually prevalent in large quantum systems and have identified the threshold at which it occurs.

The finding holds promise for the ongoing push to understand and take advantage of the property. If harnessed, entanglement could yield super high-speed communications, hack-proof encryptions and quantum computers so fast and powerful they would make today's supercomputers look like adding machines in comparison.

The mathematicians don't tell us how entanglement works, but were able to put parameters on the property by combining math concepts developed for a number of different applications during the last five decades. In a nutshell, the researchers connected the math to properties of quantum mechanics -- the otherworldly rules that best apply to atomic and subatomic particles -- to describe physical reality.

"There have been indications that large subgroups within quantum systems are entangled," said Stanislaw Szarek, mathematics professor at Case Western Reserve and an author of the study. "Our contribution is to find out exactly when entanglement becomes ubiquitous."

Szarek worked with Guillaume Aubrun, assistant professor of mathematics at Universit? Claude Bernard Lyon 1, France, and Deping Ye, assistant professor of mathematics and statistics at Memorial University of Newfoundland, Canada. Their work is published online in the Early View section of Communications on Pure and Applied Mathematics.

The behaviors of materials down at the level of atoms are often strange, but entanglement borders on our concepts of sorcery. For example, if two electrons spinning in opposite directions are entangled, when one changes direction, the other immediately changes, whether the electrons are side by side, across the room or at opposite ends of the universe.

Other particles, such as photons, atoms and molecules, can also become entangled, but taking advantage of the property requires more than a pair or handful.

Szarek, Aubrun and Ye focused on large quantum systems -- large groups of particles that have the potential for use in our world.

They found that, in systems in a random state, two subsystems that are each less than one-fifth of the whole are generally not entangled. Two subsystems that are each greater than one-fifth of the whole typically are entangled. In other words, in a system of 1,000 particles, two groups that are smaller than 200 each typically won't be entangled. Two groups larger than 200 each typically will.

Further, the research shows, "the change is abrupt when you reach the threshold of about 200," Szarek said.

The team also calculated the threshold for positive partial transpose, or PPT, a property related to entanglement. If the property is violated, entanglement is present.

"From these two perspectives, the calculations are very precise." Szarek said.

Harsh Mathur, a physics professor at Case Western Reserve whom Szarek consulted to better understand the science, said, "Their point is entanglement is hard to create from a small system, but much easier in a large system."

"And the thing that Einstein thought was so weird is the rule rather than the exception," Mathur added.

The researchers used mathematics where analysis, algebra and geometry meet, Szarek said. The math applies to hundreds, thousands or millions of dimensions.

"We put together several things from different parts of mathematics, like a puzzle, and adapted them," he said. "These are mathematical tools developed largely for aesthetical reasons, like music."

The ideas -- concepts developed in the 1970s and 1980s and more recently -- turned out to be relevant to the emerging quantum information science.

"We have found there is a way of computing and quantifying the concept of quantum physics and related it to some calculable mathematical quantities," Szarek continued. "We were able to identify features and further refine the description, which reduces the questions about the system to calculable and familiar looking mathematical quantities."

So, if entanglement is more common in large quantum systems, why aren't they being used already?

"In the every day world, it's hard to access or create large quantum mechanical systems to do meaningful quantum computations or for communications or other uses," Mathur said. "You have to keep them isolated or they decohere and behave in a classical manner. But this study gives some parameters to build on."

ASBURY PARK, N.J. (AP) ? President Barack Obama tried his hand at arcade football and joked Tuesday with Gov. Chris Christie, declaring the Jersey Shore is back seven months after Superstorm Sandy bore down on its famed boardwalks and seaside towns.

The job of repairing the $38 billion in damage inflicted by the storm is not over, Obama said, adding that his return visit to a state he visited in the storm's immediate aftermath was intended to show he's still committed to putting the federal government to work. When all is said and done, Obama said, the Jersey Shore will be better and more resilient than it was before.

"You are stronger than the storm," Obama said. "After you've all you've dealt with, after all you've been through, the Jersey Shore is back and it is open for business."

He said his message to residents in storm-ravaged New Jersey also holds true for those in Oklahoma recovering from the May 20 tornado that killed 24 people and devastated the community of Moore.

"When we make a commitment that we got your back, we mean it," Obama said. Gesturing to his host, Obama praised Christie for the "the great work he's done here" in leading the recovery effort.

A crowd of almost 4,000 gathered in ponchos and raincoats to see the president, who earlier Tuesday joined Christie at an arcade in nearby Point Pleasant Beach, where about half the boardwalk was destroyed in the storm. Christie won a stuffed bear as he and Obama milled about, chatting like old friends in a visit that underscored their status as the odd couple of politics.

"Republicans, Democrats, independents ? we all came together, because New Jersey is more important and our citizens are more important than any kind of politics at all," Christie said later as he introduced Obama.

The trip offered Obama a chance to showcase the widely praised Federal Emergency Management Agency at a time when attention has focused on the Internal Revenue Service and its targeting of conservative groups. The president was also able to draw attention to the kind of bipartisanship that has been harder to find in the nation's capital.

For Christie, the president's appearance was yet another way to showcase his beloved Jersey Shore. The Republican governor has been touting it throughout the Memorial Day weekend as a destination point that is back in business, and he broke a Guinness world record Friday by cutting a 5.5-mile-long ceremonial ribbon that symbolically tied together some of the towns hardest-hit by Sandy. The state has a $25 million marketing campaign to highlight the shore's resurgence in time for the summer season.

Both men reprised the remarkable bipartisan tableau they offered during Sandy's immediate aftermath, when Obama flew to New Jersey just days before the November election to witness the storm's wreckage. Politically, the visit plays well for both men. Christie, seeking re-election this year, was able to stand shoulder to shoulder with a president popular among Democrats in a Democratic-leaning state. And Obama, dueling with congressional Republicans on a number of fronts, got to display common cause with a popular GOP stalwart.

To be sure, New Jersey is still rebuilding. Obama visited those regions that have been among the first to recover ? Christie ranks the recovery of the state's famous boardwalks as an eight on a scale of 10 but concedes that in other parts of the state many homeowners are still rebuilding six months after the devastating superstorm struck. Overall, the storm caused $38 billion in damages in the state, and harmed or wrecked 360,000 homes or apartment units.

But the coastal recovery is a big potential boon for the state, where tourism is a nearly $40 billion industry.

"I could see being a little younger and having some fun on the Jersey Shore," Obama said to laughter. "I can't do that anymore. Maybe after I leave office."

For Obama, coming off a week that had the IRS in the crosshairs of a scandal, the trip also offered an opportunity to demonstrate the work of FEMA, whose response to disasters has been met with bipartisan praise.

Indeed, inside the White House, FEMA is perceived as an example of what's best about government. The agency, panned for its response under President George W. Bush to Hurricane Katrina in 2005, has made a turnaround under administrator Craig Fugate and has been commended for its work in disasters from the Joplin, Mo., tornado in 2011 to Sandy last year.

The visit also comes as Congress is away for a Memorial Day break, a weeklong recess that likely will silence the daily attention lawmakers, particularly Republicans, had been paying to the IRS political upheaval as well as the ongoing debate about the fatal attacks at the U.S. consulate in Benghazi, Libya, last year and an investigation of media leaks that has stirred opposition from the media and many lawmakers.

Peter II Karadjordjevic Funeral Held In Serbia For Yugoslavia's Last King

BELGRADE, Serbia -- Serbia held a funeral on Sunday for Yugoslavia's last king, Peter II Karadjordjevic, who had fled the country at the start of World War II and died in the U.S. in 1970.

The former king's remains, and those of his wife, mother and brother, were interred in the family tomb at St. George church in Oplenac, central Serbia, in a ceremony aired live on the state television.

The funeral was attended by top state officials, who described it as an act of reconciliation and unity.

After fleeing Yugoslavia during its Nazi occupation, the former king never returned because Communists took over the country at the end of the war and abolished the monarchy.

He died in exile at the age of 47 and was buried at a Serbian Orthodox Church monastery in Libertyville, Illinois ? the only European monarch laid to rest on U.S. soil.

"We can no longer afford any divisions and injustice," President Tomislav Nikolic said in a speech at Sunday's ceremony.

Peter was born into a royal family, and his godfather was Britain's King George VI, but his life was often tragic and chaotic.

He was only 11 years old when his father, King Alexander I, was assassinated in 1934 in Marseilles, France. For the next six years the boy's powers were in the hands of a three-man regency headed by his uncle, Prince Paul.

In March 1941, Prince Paul was overthrown in a military coup after signing a pact with Germany.

Peter, then 17, was made the king by the Serb anti-fascists. But when Germany invaded Yugoslavia in April 1941, Peter was forced to flee, first to Greece, then to Egypt, then to Britain, where he headed the government-in-exile. He later lived in France and ended up in the U.S.

History books portray him as a figurehead leader and a victim of cunning politicians.

Taliban attack U.N. compound in Afghan capital: police

By Amie Ferris-Rotman and Mirwais Harooni

KABUL (Reuters) - Taliban militants launched a coordinated attack on a U.N. compound in the center of the Afghan capital, Kabul, on Friday setting off explosions and battling the security forces.

A plume of smoke hung over the city center after the attack was launched, eight days after six Americans, soldiers and civilians, and nine Afghans were killed in a suicide car bombing in Kabul.

The Taliban, fighting to expel Western forces and establish Islamist rule, claimed responsibility, saying a compound used by the U.S. Central Intelligence Agency (CIA), had been attacked.

Concern is mounting about how the 352,000 members of the Afghan security forces will cope with the militants after most foreign NATO-led combat troops leave by the end of next year.

Kabul police chief Ayoub Salangi said four attackers had entered a U.N. compound.

"Our security forces have already killed two of them and two are still on the second floor and fighting with Afghan security forces," Salangi said.

There was no information about anyone who had been inside the compound at the time of the attack.

There were at least four large blasts and exchanges of fire were going on between the attackers and Afghan forces, supported by Norwegian special forces, at 6.20 p.m. (1350 GMT), witness said.

The first blast was a suicide car-bomb blast at about 4 p.m. (1130 GMT) near a main intersection, said Kabul police chief spokesman Hashmatullah Stanikzai.

A Taliban spokesman, Zabihullah Mujahid, speaking to Reuters by telephone, claimed responsibility.

He said the fighters were targeting a compound used "mostly by members of the CIA", adding that they had gained access to the compound after the first bomb.

The Taliban routinely overstate the results of their attacks.

Shooting erupted after the first bomb, with more blasts beginning about 30 minutes later.

Insurgent attacks against civilians, government workers and Afghan security forces have increased in recent weeks as the Taliban, toppled by a U.S-led force in 2001, exert increasing pressure on the Afghan government.

Fifteen people, including six Americans, were killed on May 16 in a suicide bombing by the Hezb-i Islami insurgent group, which is allied with the Taliban.

Last year, more than a dozen people were killed during a Taliban attack in Kabul which started with coordinated suicide attacks and led to an 18-hour long siege.

New fluorescent tools for cancer diagnosis

May 24, 2013 ? In recent years, microRNAs (miRNAs) and other non-coding RNAs are small molecules that help control the expression of specific proteins. In recent years they have emerged as disease biomarkers. miRNA profiles have been used to establish tissue origin for cancers of unknown primary origin, determine prognosis, monitor therapeutic responses and screen for disease, but clinically tractable, diagnostic methods for monitoring miRNA expression in patient samples are not currently available.

In this issue of the Journal of Clinical Investigation, Thomas Tuschl and colleagues at Rockefeller University developed a multicolor fluorescence labeling method that can be used to visualize miRNAs in tissue sections, such as those recovered from biopsies.

Using this method, Tuschl and colleagues were able to identify tumor specific miRNAs in basal cell carcinoma and Merkel cell carcinoma (accompanying image) and distinguish between FFPE sections from the two tumor types.

This proof-of concept study indicates that RNA FISH could serve as a molecular diagnostic in a clinical setting. In a companion commentary, Gennadi Glinksy of Stanford University discusses how this technology could contribute to the development of RNA-based diagnostics and therapeutics.

With end of Afghan war in sight, Europe pushes business

By Amie Ferris-Rotman

HERAT, Afghanistan (Reuters) - The European Union threw its weight behind developing Afghanistan's small but promising private sector this week, in the hope that business can usher in stability and peace once foreign troops leave by the end of next year.

In the largest ever EU visit outside the capital Kabul in 12 years of war, a 21-country delegation of envoys jetted to the western city of Herat on Sunday, whose flurry of business activity is largely seen as a rare success story in desperately poor, insurgency-plagued Afghanistan.

War and tens of billions of dollars in constant aid have made Afghanistan a ward of the international community, though vast potential mineral resources and pent-up business desire amongst educated youths mean the environment could be changing.

The EU chose Herat for its trip as "we are encouraged by the province's vision, its ability to attract foreign investment", the bloc's representative to Afghanistan, Vygaudas Usackas, told Herat governor Daoud Saba at his summer home overlooking the city, where high-rise apartments glistened in the sun.

Saba, appointed three years ago largely for his expertise in minerals, called his large and fertile province, one of 34 in the country, a "stand-alone island".

Herat's $1-billion a year economy, mostly from agriculture, industry and mining, led the province to contribute almost a fifth of the country's revenue last year.

"Afghanistan is slowly, slowly becoming another country, moving from the Kabul-centric way of things," Italian ambassador Luciano Pezzotti, whose embassy and military organized the EU trip to Herat, told Reuters.

The fourth-largest contributor to the NATO-led war, almost all of Italy's 3,000 troops are in Herat.

German ambassador Rudiger Koenig said Herat, which enjoys better security than the Taliban strongholds of the south and east, should serve as a "blueprint" for the rest of the country.

Despite Western sanctions denting the economy of much richer Iran, with which Afghanistan shares a long and porous border, Herat enjoys robust trade with its Muslim neighbor and is expected to more than double its output over the next decade, spurred by the private sector, Saba said.

In 2012, 8.4 percent of Afghanistan's annual GDP of around $20 billion was from the private sector, according to the Asian Development Bank, up 1 percent on the year before.

Its "made in Herat" goods, particularly white marble, own-brand Super Cola, and the country's most successful ice cream company, "Herat Ice Cream", have already come to symbolize quality beyond Herat's borders.

Britain-based firm Cashmere Fibres International Limited is expected to soon move its dehairing facility to Herat, the embassy said, in a bid to boost the private sector.
